Last week I asked whether you're the thing slowing down your own AI adoption. Fair question. But let's be real — for most people, the bigger obstacle isn't personal reluctance. It's the organization they work for.

Companies are rolling out AI mandates faster than they're building any kind of infrastructure to back them up. The expectation is loud and clear. The preparation is almost nonexistent. And that gap isn't a minor oversight — it's exactly why most "AI adoption" is theater right now instead of transformation.

The numbers tell an uncomfortable story

94% of CEOs say AI is their top workforce priority. Only 35% feel they've actually prepared their people to use it. Only 31% of employees globally have received any AI training from their employer. In local government, roughly 60% of staff have received zero training at all.

So the memo goes out — "AI is now a baseline expectation" — and then what? Nothing. Employees go figure it out on their own. They use personal ChatGPT accounts. They paste in client data. They share internal documents with tools that were never evaluated for enterprise risk. Not because they're careless. Because they were told to use AI and left to work out the details themselves.

This is what researchers are calling the "AI shadow economy." Nearly 90% of companies have employees using personal AI accounts for work. 93% of employees are sharing confidential data with unauthorized tools. 1 in 80 AI prompts contains sensitive or private information. Leadership issues the mandate and has no idea what's actually going into those tools.

The liability doesn't sit with the employees improvising their way through it. It sits with the leaders who handed them a directive and called it a strategy.

The real mistake: confusing access with transformation

Most organizations are measuring AI adoption by how many tool licenses they've purchased. Whether employees have logged into a platform. Whether the all-hands slide deck mentioned AI. None of that is transformation.

I'd trust a surgeon who uses AI-assisted diagnostics over one who refuses on principle. But I'd also want to know they understand what the tool is doing and when not to trust it. Access without understanding isn't an upgrade — it's a new kind of risk.

Transformation is when someone can do things they genuinely couldn't do before. A case worker who uses AI to flag eligibility issues across thousands of records that would have taken weeks to review manually. A recruiter who doesn't just screen resumes faster but redesigns the entire candidate experience. A single analyst delivering what used to require a team because they've rebuilt their workflow from the ground up around what AI makes possible.

The difference between a chatbot user and someone who is genuinely transformed isn't the tool. It's the mindset — and the training, and the permission, and the psychological safety to experiment. Most organizations are not creating any of those conditions.

A few places getting it right

Texas didn't wait around for a formal program. They built a peer network where 700+ state and local government employees share AI workflows, templates, and policies with each other. It works because it's driven by practitioners who are closest to the actual work and know what problems they're trying to solve.

California paired senior employees with junior staff for AI knowledge transfer — recognizing that the senior person understands the institutional work and the junior person often has more comfort with the tools. Together they're more capable than either alone.

The private sector companies actually seeing durable gains share a few traits: they treat AI fluency as an ongoing practice, not a one-time training event. They publish clear policies on what goes in and what doesn't before an incident forces them to. And they create real space to experiment and fail without consequences.

What organizations should actually be doing

Set the policy before you set the expectation. Which tools are approved? What data is off-limits? Who is accountable when the AI output is wrong? Employees shouldn't be answering those questions on the fly.

Train for transformation, not just usage. Connecting AI capability to the specific work your teams actually do is where the productivity gains live. Show the analyst how to rebuild their forecasting process. Show the recruiter how to redesign sourcing. Generic fluency is a starting point, not the destination.

Stop measuring adoption by access. Measure by outcomes. Are your people doing things that weren't possible before? Are they operating above their title? Are they building leverage? Those are the real signals.

Invest at the entry level specifically. Anthropic's research found that hiring of workers aged 22 to 25 into AI-exposed roles dropped 14% after ChatGPT launched. Early-career employees are the most affected by this shift and the least likely to get any organizational support. That's a talent pipeline problem, and it compounds fast.

Pay attention to the shadow economy. If employees are going outside approved tools to get work done, that's telling you something. Where is the gap between what they need and what you've provided? Treat it as data, not just a policy violation.

Your employees are using AI right now. With or without your guidance. With or without approved tools. With or without any sense of where the guardrails are.

The organizations that will have a real advantage in three years aren't the ones that adopted AI fastest. They're the ones that made transformation intentional — that invested in people and not just platforms, and built the conditions to actually use AI well.
